UK body proposes duties of up to 82.9% on Chinese boom lifts

The Trade Remedies Authority (TRA) in the UK has proposed duties of up to 82.9% on boom lifts from China, amid concerns the machines are being dumped into the UK market.
The TRA published its intended final determination and recommendation for remedies in its anti-dumping investigation into boom lifts from China on 5 October.
By analysing import volumes, cost of production, pricing data, and injury factors, a TRA investigation that has been running since 19 December 2025 found that Chinese imports undercut the UK industry by more than 25%.
It has proposed ad valorem duty rates on machines from Dingli at 21.01% while Lingong Heavy Machinery has been hit with a 48.92% rate. Non-sampled cooperating exporters and producers would receive a dumping margin of 27.67%, while all other exporters from the People’s Republic of China face a residual dumping margin of 82.89%.
The proposed duties would last for five years. Provisional measures already apply and took effect on 20 August.
Under the provisional rates, Dingli machines face a 16.25% duty, Lingong Heavy machinery 64.25%, non-sampled cooperating exporters and producers 28.12%, and all other exporters 71.74%.
The newly proposed rates would apply to boom lifts with a maximum working height of six metres or more, plus specified assembled or unassembled sections. The dutues apply to where machines are made, rather than the nationality of the brand.

Following publication of the proposed duty rates, the TRA said any businesses affected can present additional evidence before 20 October, ahead of the TRA making its final recommendation to the Secretary of State for Business, Innovation, Science and Trade.
The TRA’s investigation follows an application on 30 September 2025 from Niftylift, alleging that boom lifts imported to the UK from China are being dumped.
