EU amends anti-dumping tariffs for access equipment

The European Union has published revised anti-dumping tariffs of mobile access equipment originating from China.

The new rate lowers the tariff imposed on Dingli – from 23.6% to 20.6% - and raises it for ‘all other companies’, where tariffs have increased from 49.3% to 54.9%. The tariff for ‘other cooperating companies” remains at 30.1%.

Those defined as ‘other cooperating companies’ are understood to include LGMG, Zoomlion, XCMG, Sunward, Haulotte, Liugong and Mantall.

The changes to the tariffs announced on 8 January result from additional EU hearings with several equipment manufacturers following the publishing of the definitive rates late last year.

The anti-dumping investigation by the EU was initiated in November 2023 following a complaint made in September that year by the Coalition to Restore a Level Playing Field in the EU Mobile Access equipment Sector (CMAE).

A separate anti-subsidy investigation is also underway following a further complaint by CMAE in February 2024.

The EU ruling means that new exporters of access equipment to the EU from China will be eligible to have the ‘cooperating company’ tariff of 30.1% applied, as long as certain conditions are met.
